I took my son's 2019 Chevy Blazer in for State Inspection and oil change. They also check the fluids. I saw they added 1 quart of antifreeze. Is this normal for a car with 26,000 miles to lose a little coolant ?

No, 1qt is not normal, even for an older vehicle. I never need to top up mine. Inspect for leaks. Replace the pressure cap.

It's a pressurized system, so either the radiator cap is faulty or you have a leak somewhere.
If it is under warranty, I'd take it to the dealer.

No, definitely not normal, even for a modern GM vehicle (at that mileage!). It’s under warranty so let the dealer figure out the root cause.
