I was fixing up a 1989 first gen dodge and I got it going and was driving around in my driveway when the dash started to smoke and I lost all power to everything. I went down to the fuse box and found the burnt wire, replaced it, and I still have no power.

Have you checked the fusible link?

If you burned a fusible link you have a very serious short circuit in your electrical system. If you don't repair it first you'll just keep on burning out fusible links and possibly other circuits.
