I hydro locked my engine in my 2005 Chevy Malibu classic 2.2l ecotec, I can buy a 2006 Chevy Malibu base engine for cheap, will I need to also buy the computer and wiring harness from the 2006 Malibu as well?
I would not even attempt it unless the computers in the two cars are identical (carry the same GM part numbers) and even then there may be some nasty gotchas.
The vehicle is hydro locked and the engine is seized, cylinder rods won't budge, water in the intake, oil looks fine though, vehicle wont turn over at all, what do you suggest I should do to try and save the engine, or do you think it's toast?
Sound to me like it's toast. You'd have to take it apart to be sure.

You didn’t mention the mileage, but even if you do successfully manage to swap in a used engine, the tranny may soon go out.
I think it’s time for you to start looking for a new car (in which everything works as advertised).
