I found this, looks like an old dwell meter but stuffed if I know.
Does anyone know what the picture in the link is? Curious

Looks like an old school volt/ohm meter to me.

It is an old digital volt / ohm meter probably from the markings European in origin judging by the markings.
Might have a dwell and/or rpm function given the cylinder selection switch. It's new enough to have a digital display.
