Hello I have a Mitsubishi eclipse 2000 I have the code for p0170 fuel trim bank one. I was wondering should I buy a oxygen sensor and or how can I diagnose it to fix it at home. Also i have a hole in my fuel filler neck that drips gas everytime I put gas in it

I think the hole in your fuel filler neck is causing low fuel pressure, making the engine run too lean. I would start by replacing that.

The part is $150 on Amazon.
I would expect you to have a code like P0455 or something if this was the case though.
