The new headlights "H6054 sealedbeam" has a 3-blade connector, which has stops half way down "preventing me from seating connector all the way down to flush. But it stops half way down leaving 1/4" showing on the blades. What am I missing? (that can't be right).

I think it's normal. Some bulbs have sort of a protective cup around the terminals, so the gap is probably to accommodate that. As long as the blades make good electrical connections in the socket, you're fine. Don't forget to put a gob of dielectric grease.
