Heater blowing cool air at idle

I have a 2008 Toyota Sienna that blow cool air when idling but blows hot air when the rpms are above 1500.  The rad seems to lose a little antifreeze at times but very little.  I can't see any leaks on the rad or hoses and there is never anything on the ground or snow.  There doesn't seem to ever be any antifreeze in the oil so don't suspect a bad head gasket.

My guess would be failing water pump.
