No. 200mL is insignificant. But you can easily test the concentration of your coolant with a coolant tester.

It won't hurt anything but it's irresponsible for a paid mechanic to do it.
A 50/50 mix of coolant and water should always be used when adding to the reservoir.
We're all guilty of adding a little water to the reservoir if we see it just a little below the line.
He added about 10 ounces. I'd consider that "over the line" for using just water.
Again, it won't hurt anything but each time water is added it dilutes your coolant and reduces your freeze/boil-over protection by a little bit.
Also, you shouldn't be losing that much coolant unless it just hasn't been checked in a long time
