Honda CRV 2007 shaking and oil leak

Hi friends,

I'm thinking of buying a 2007 honda Crv for cheap. It is shaking at high speed (the tires are new) and has an oil leak next to the oil pan.

1. What could be the reason for vibration?

2. What is this part that has a leak?

My niece had the same problem same year till she got new rotors and that fixed it for her

I figured out the part is a torque strut mount. Why it might be covered in oil?
