I wouldn't buy it, who knows what the actual mileage is? Has a mechanic checked that vehicle out for you? (If the odometer is broken, what else is wrong with it?) As far as whether it will pass your state inspection that way you'd need to check with your state's DMV, and the people there might or might not give you the right answer.
