My vehicle is a 2021 Toyota Camry SE. I purchased a set of wheel locks made by Toyota. Can I install the lug nuts myself or must it be done professionally? I'm asking because I know the lug nuts have to be tightened to a certain pressure and I don't have any pressure measuring tool.

It's called a torque wrench and part stores lend them out for free.
Or take it to a good mechanic. Most are lazy and will install them with an impact gun and over-torque them.
