Hi Scotty, I have a 2000 Toyota Corolla, 287,000 miles on it.
I cannot set the cruise control when it's cold outside, like below 55 degrees. When I set it, I usually hear a click like a relay activating when I set it, but it doesn't seem to do that.

Have you tried swapping out the relays and checked if that fixes it?
I’m not sure it’s wise putting any significant amount of money into a 21yr old car, if your cruise control is breaking down. If I were you, I’d live with it. It doesn’t affect the safety of the vehicle, just the convenience.

Yea if its not something simple like the relay don't worry about it.
Toyota and Nissan in those years used a lubricant that turns to tar in the cold for moving parts in the steering column.
Drove me nuts as to why the horn, high beams, and other things did not work right in the cold. The switches and the clock spring have old crappy lube that turns to bubble gum crap in the cold. Cleaned out and re-lubed with dow corning high vacuum silicone grease solves the problem.
The switches in the steering wheel might be full of gubba also... disassemble them, check them and clean them. Re-lube and put back. Rubbing alcohol is good to clean out gubba and gummy crap. Works wonderful. 91% is best.
ALSO... Relays use springs and lube in them as well. You may have a bad one. Take a known good one and swap them out one at a time in the cruise control positions and see what happens. If it starts working you hit the jackpot.
