came across a solder who is PCSing(moving locations) and would like to know if purchasing his Tacoma is worth it currently stay in Kansas

Seeing as how you have not provided much information such as condition, price, engine, transmission, service information (such as how many miles between "4 month" oil changes), etc. as well as the truck's intended use it's impossible to say. The fact is that until you have had a good mechanic give it a thorough examination it's not possible to say whether it's worth considering at all.
