Is my Choke Operating Correctly?

I recorded a video of how my 1979 Catalina's choke behaves when I tap the gas pedal. The car sat overnight and wasn't run before I made the video. Does the choke appear to be operating as designed? I feel like it doesn't operate properly, as the engine RPMs climb somewhat noticeably if you remove the load of the transmission by going into Neutral or Park. They seem to be higher than when the engine initially starts up when cold.

Well here's how you adjust a joke when it's called your floor take your foot off the choke should just be gradually closing that's adjusted by when it's cold turn in the screws turning the choke assembly so it stays open then just gradually turn it back until it just closes. And one just closed you can set the idol of the choke by turning choke idle screw it has not as good just for the choke that's how you adjust them
