Should I buy this 2007 Land Cruiser?

Regarding: VIN #: JTEHT05J672111805

I am looking at purchasing a used 2007 Land Cruiser from a dealer.  Asking price is $21,962 with 168K miles. I have found two opinions, one that says that it's just breaking in at that mileage and the other saying that it already has high mileage.  I understand that well maintained LCs can drive exceptionally well for 350K miles and far upwards from there.   

It's a one owner vehicle that was based out of primarily Winston-Salem, NC and then to Pontiac, IL for the majority of its ownership.  The LC was a trade-in to the dealership. This 2007 LC does NOT have active height control.  One of my biggest concerns is that I have read and heard directly that on some of these 100 series the brakes (ABS) have sudden complete failure. 

At this point I have only seen photos of the LC and appears to be in great condition (at least on the surface).  I will be flying to IL to view the car in about a week. 

I know there are plenty of other factors to consider, but, in your opinion, is the vehicle currently worth the price tag?

The price feels high, but with a land cruiser they do hold their value if taken care of. If it has good service records, and limited rust, it may be okay.

With a vehicle like that, I think the question is, is it worth it to you? Why do you want a land cruiser?

I have a Lexus GX470, which is a modified Land cruiser Prado 120. I got it because I travel very long distances, and I tow trailers weighing about 2k-3k and sometimes cars weighing a bit more. It tows really well, and it super comfortable. It is also crazy good in bad weather and road conditions. So my car is worth more to me because it is exactly what I need. My car has the same mileage, 168k on it give or take, same motor and tranny as the LC you are looking at, and drives like it is new. I hope to see at least 500k out of mine.

As far as it being high mileage, no not really. The 4.7 is really reliable, albeit a gas hog, and there have been some that have gone over a million miles. Again, do you have good maintenance records showing that they cared for it?

The price sounds very high, but then again, where I live they are getting $21K for a 2001 Tacoma.  Have it checked out by an independent mechanic, all the service records and a compression test.
