I usually never recommend buying cars from dealerships because they're usually overpriced compared to ones from private sellers. Check with a mechanic to see if it's the real mileage and if it's in good condition. If it checks out, I would buy it. It will last very long especially at that mileage.
One of the issues with old, low mileage cars is that they have a tendency be in poor shape, because they have been literally sitting and rotting, internally. For example, what's the oil change history on this Fit? Has the transmission fluid or coolant ever been changed? Are these the original tires, long past safety parameters, or did the dealer throw a new set of cheap Chinesum tires?
And how old is that radiator?
Before I'd offer them a dime, I agree with InThrustWeTrust. Get a competent mechanic to assess the condition of the vehicle, first. Then, and only then, talk price.
$9k seems a bit steep, no?
Of course it seems steep, it's a dealer. Offer them 5 grand, then argue. It is 13 years old after all. That mileage is suspect.
