What is the best lubricant to treat rubber boots with, such as ball joints tie rods, control arms ext.

Rubber boots don't need lubrication. They do not mesh against another part. Their purpose is simply to keep grease in and dirt out.

Just wipe them down once in a while so you can easily see if they weep.

Grease. But unless you bought ones with a grease fitting, they're sealed and you can't do anything with them anyway.

 

control arms ext.

You mean the bushings? Nothing. Leave them alone. Replace when they start to crack.
