Volvo S80, 2002, 2.9i , GM 4T65 trans
I can hear a very subtle whining noise at certain driving RPM 1700-1900 when the car is in working temperature. It is a barely audible noise, even the car AC louder than that. It may be not a big thing, but the noise is constantly here everyday, so it can be a warn sign for a car part becomes worn.
Today I tested out to put the car into Neutral and I heard the whining noise in neutral too when 1700-1900rpm
No whining noise below or above that. No noise when cold.
The bottom of the main page under 'Vehicle Makes Noise' has some helpful videos on finding noises. All of the drive terrain (accept the flywheel) is eliminated if it whines in neutral. The noise could be coming from the drive belt area, if it is just take off the belt and run the engine briefly to verify your suspicions. If the noise stops you know you've isolated the cause.

We changed the drive belts not so long ago. So the noise not related to the belts, I think. Many parts not active in neutral, but how about the transmission oil pump?

You still should give that area another look, especially if the noise started after/since you changed the drive belts. An idler pulley may be going bad.

Yes, a bad transmission pump can make the whining noise. I hope it's been serviced well as any transmission will suffer from poor maintenance.

Noise was audible before the drive belts changing too, so it is not related to that. We changed the idler pulleys too.
