I live in New York by the Vermont border. I have a 18k-20k budget. I would like something 2017 and newer any suggestions?

Now, you might want to specify what you want. If all you care about is for it to be reliable and have 4 doors and 4 wheels, go by the traditional Toyota/maybe Honda philosophy and make sure to do research on models to avoid. For example, the Camry is what I would usually recommend used but from 2012-2018 they had transmission issues and 2019+ is too new to say. As far as I have seen a 2017+ Corolla sedan has not had any problems and gives relatively good value. It has 4 wheels, a steering wheel, 4 doors, and a modern interior for the class.
But from the limited info given, here are some tips. Go used! I know you said 2017+ and getting a used good condition lower mileage car could save you a lot of money. Like I said Corolla/Camry could be a good choise. 2017-2018 RAV4 is the last years of that generation and should be reliable and under 20k if you want an SUV. For basic A to B transportation I would go for a Corolla. For something a bit sportier, you might want to consider a 2016 / 2017 Accord. Really depends on what you want there are lots of good cars out there and take your time and you might find a great deal out of no where!
1) Accord or Camry
2) Civic or Corolla
3) CHR or HRV
What do you plan on doing with the vehicle? Any towing? 2 row, 3 row? AWD? How long and how many miles do you plan to keep? Car, Crossover, SUV, truck? If you can, give us some more constraints to narrow the focus.
