I purchased a 2021 land cruiser new and it sat a year getting some ugrades done. In the first year it was driven 8 miles. Should I change the oil or does the clock on time and miles for oil change really start when I start driving it?

I would warm it up to operating temperature and let the oil drain for a full fifteen minutes to get all the old stuff out. Then, replace the filter and refill with the proper oil as specified in your owner's manual maintenance section.
