1993 Honda civic hatch with a b16 just got done adjusting valves then I reset the ecu and now the car won’t crank or start. Sometimes the cel turns on and then it turns back off when I turn the key and sometimes it doesn’t turn on at all.
Sometimes it makes whirring noise when I turn the key but that’s it
Sounds like a power issue or starter, I would check the battery to make sure it is still good and connected right. Then check the alternator and lastly the starter. You can hotwire the starter and see if it cranks at all on its own.

Does it start if you jumper it to a known good car? Checking fuses should be your first step.
