No power to starter or power windows. There is power to dash and headlights.

I have a 2009 toyota matrix xrs 2.4 that has no power going to starter when i turn the key to start engine. Currently about 130000 miles on it. Power windows and  door locks also have no power. I do have power to dashboard and headlights but that's it. I recently changed the starter and alternator before the no power problem. I also bought a new battery before the problem. I've checked all fuses and all are good. I was told it could be the starter relay but I can't seem to find it. Where is that starter relay?  Also not sure if starter relay would cut power to door locks and power windows, maybe. Don't know. The tranny will not engage seems to be a faulty neutral safety switch, not sure why that would go out. I did replace neutral safety switch but still no power to starter and tranny will not shift out of park. Any ideas, I'm all out. Need help please. 

P.S. I did manage to start engine by supplying 12 volts to starter and having key on "on" position . Engine does stay on. Once I switch key to off and try to start engine with key I get nothing. Hope that helps. 

P.S.S. Forgot to mention tranny locked on park the same time the no power problem began.

Whenever you have a problem locating a component, go to one of the online Toyota dealer parts sites.

There, you can look up your part and it's usually accompanied by a crummy sketch diagram to give you an idea of where it's located.

Here's that diagram. #5 is the relay holder. #8 is the starter relay in the exploded view (square box) of the relay holder ((it's typically the Purple one)) . So it's behind the center dash.

 So unlike the 1st Generation Matrix, on which they located the Starter Relay above the passenger compartment fuse box ((easy)), on your 2nd Generation Matrix they made it a real pain in the rear to access.

 But you're right. A fried Starter Relay won't also kill the Power Windows, Door Locks, and the shifter interlock solenoid.

But missing one of the Power feeds to the ignition switch will.

Researching your problem I discovered that there aren't a bunch of wiring diagrams available for the 2nd generation Matrix. But it's wired identically to the 10th generation Corolla and there's a lot of info on that.

So here's the ignition switch wiring and you may want to grab a test light and check for power on the test tabs of the AM1 fuse and the AM2 fuses.
