My Car is a 2013 Hyundai elantra  automatic 89,000 miles... When I start my car is it normal for the rpms to drop to 1,000 b4 its warmed up?? When I drive it the rpms jump to 1800 to 2000 at a low speed when accelerating then stay steady between 1000 and 2000 when driving a constant speed

Has it always done that? If so, it's likely normal. Doesn't sound far off to me.

It either sounds like a transmission issue or a throttle issue as @doc mentioned. Maybe give the throttle body a cleaning and inspect the wiring. How does the car idle in park?

It idles at 1000 no jumping or jerking

When was the last time the transmission fluid was changed? Is it a CVT?

If your rpm is not responding immediately to your accelerator pedal and seems to be finding its own way, I would suspect the TPS is not functioning properly.
