No voltage on first O2 sensor

Hey Scotty I have an 05 Honda Accord DX with 2.4L 4 cylinder engine with straight drive transmission. My check engine light came on I used my diagnostic tool and found code p0420 catalyst system efficiency below threshold. My first thought was catalytic converter, but when idling at operating temperature I noticed  my first O2 sensor is showing no voltage while the second one is show the normal.5 volts, but when I pull it out of the car and use a propane torch and voltage meter it appears to be making the .5 volts. Have you ever run into this before and we’re would you start.

maybe there's damage/corrosion on the wiring harness/connectors, etc.
