Do OBD scanner display the condition of the vehicles relays, fuses and other electrical components. My 2013 ford transit connect's wipers stop working. Would a OBD scan help diagnose if the issue is a fuse, relay or perhaps a bad motor?

I don't think so. The fuses and relays do not communicate with computers. They are just gateways.
