Ordered a new turbo, got one with surface rust

Good day lads, 

I purchased a unused factory turbo for a 94 r33 nissan skyline GT with 115k KM on the odometer.

After many parts said to be out of stock they offered a 14411-21U02.

Here was their response to my questioning of the surface rust.

Nissan JAPAN- "From the photos, it looks like surface rust, with no internal damage. We recommend trying to remove the rust with a chemical remover, as the part should still be serviceable."

What are your thoughts on this matter. Their policy is installed by NISSAN you get a warranty. Except Nissan installation is another load of money.

Clean off the surface rust with some WD40 and a scuff pad.  Go for it.

Surface rust is not a surprise if the part is NOS and has been laying around for a long time. As long as the turbo is OK internally it's no problem, just clean it up.
