I own a 2015 Ford Police Interceptor Utility, I've replaced the O2 sensor 1 on bank 2. It keeps coming back with P0138 which means it's high voltage. What should I be looking for? I've replaced it with a Motorcraft sensor.

Uou tried the obvious thing it didn't fix it. No, it's complex. I added a little note on this that shows some of the many possible causes. It can get really complex, but if it runs okay, a lot of guys will just live with it. Realize those codes are relatively generic code s that can often have dozens of possible causes
