P0172 code, but all sensors replaced

After replacing my upstream O2 sensor in my HHR 2009 Its voltage is fluctuating rapidly between .1V and .9V and does not stabilize. The downstream sensor now says I'm getting way too much fuel at .8V vs the .6V it was reading a few days ago. MAF sensor readings are completely normal. Would a vacuum leak or head gasket leak cause this? I've been working on my car for months and have a lot on my plate and need an easy fix if y'all have one. Tried using carb cleaner to find vacuum leak and wasn't successful.

Why? You don't have a carburettor.

Never do that. It fouls things up.

 


That's what I thought. My father in law is a mechanic but he's used to working on older vehicles. Any other thoughts to what it might be?

Is this an OEM or after market sensor? 


OEM for the O2, not for the MAF. But the readings for the MAF sensor are normal.


only buy OEM MAF sensors. ALWAYS.
