I have a 2002 Lincoln Town Car Cartier L four door sedan, automatic transmission with 153,000 miles on it. I've had the car since 2014. Now that the tail pipe smog check is illegal I cannot pass the smog test because of the P1000 code will not clear. Several mech. have tried along with different drive cycle runs but no deal. I tried disconnecting the battery cables but no fix. The Lincoln dealer contacted the engineer's and responded saying something is keeping the monitors from being cleared but no fix. When they connect there laptop it would loose the signal when they left the dealer lot. Sometimes the scanner will loose connection while doing a drive cycle. Please help. Thank You.
well disconnecting the cable certainly will not help. That will actually BRING the code back every time.
It sounds like you have an electrical issue. A loose connector or broken wire etc.
It can be a nightmare to track down. See an auto electrical specialist.

Check the OBDII connector and make sure you the pins and the connecting wires behind it are fine.
