parts required for a new turbo to work at full potential

What are the parts required for a new factory turbo to work fully?

I've changed one before on a 2002 subaru and it still was sluggish without any self done care. In fact a new oil feed was defective with a pin hole leak causing smoking and destruction of the new turbo and engine on warranty.

I purchased a 93-94 R33 skyline GT with 100k KM a few years ago. Changed with all expensive factory parts; the MAF sensor, EVAP canister, PCV valve, Injectors, clutch, flywheel, built drive shaft, all seals, transmission oil, all fuel filters, tried new coils before, spark plugs, air filter, boost solenoid, some new hoses, cleaned the intercooler, IACV, and added ZINC to my castrol now.

Front mount, blow off valve, boost controller and tune.

I was thinking full restoration rather than increasing the computer just yet. I still didn't replace the turbocharger either, have one sitting.
