How do you when it’s time to replace the PCV valve? I have a 2013 Scion xD with 106,000 miles. I understand the valve is located under the intake manifold so it won’t be a cheap replacement since the manifold will need to be removed

I wouldn't bother. If you want to check it, suck on the line going to the induction to make sure you can suck but not blow. If your changing oil proper... don't worry about really.
edit. If you can blow... check service manual as all cars don't use a valve to have positive crankcase ventilation, don't thinkj this one does. Did I say change oil and not worry... best advice imo.
