What disables a auto during a pitt maneuver? must be a thingamabob that cuts something off ...

A PIT maneuver (point in turn) does not disable anything on the vehicle. It is done for tactical positioning and to force a driver to lose control of their car.
Most of the time, the shock from being spun causes disorientation. During that period, the officers will move in for the arrest.
