Are portable car jump starters such as the Halo Car Jump Starter good to use on a vehicle? If you are to attach the ground clamp to an unpainted metal surface, portable battery jumpers have cords not long enough to do that, which my 2013 Accord says to do.

Scotty has shown us, in videos, both lithium charges and supercap chargers (which draw remnants of power from the car battery, charge up and are ready to jump, often within a minute or two). Scotty likes the AutoWit, but it's a bit pricey. On the upside, there's no lithium battery to drain, sometimes for years, in your car, unavailable when you need it.
