Hi Scotty big fan. I have a 1997 Rav4 AWD and I changed the rack and pinion.
Since it was changed it started making a whining sound like if it needs power steering fluid. The reservoir is at the correct level and no spills. Ive been driving it, thought maybe the system has air and might purge itself but still whining. There was no whining sound prior to changing the rack and pinion.

the pump will w groan/whine when it's worn out too
