Do I need to change a pulley if I can visually see that it wobbles a little?

If you're talking about an idler pulley, well, yes. These pulleys are usually relatively cheap. An excessively wobbly pulley will create more friction and wear out the serpentine belt more quickly, and trash the alternator (because of the excessive heat produced).

If it's a pulley that bolts onto a water pump or torsional damper, you can check to see if it come loose and just tighten it up.  If it's an idler pulley, it needs replacement as geriscan pointed out.
