Hey Scotty, When is it a good time to purchase a minivan. Is it during tax season or during non tex season?

I doubt that "tax season" matters a whole lot. In general the best time to buy is the end of the month when dealers are pushing to meet sales quotas set by the manufacturer for bonuses, or better yet the end of the year. They'll even sometimes sell at a loss if it means getting a big kickback from the mothership. (Naturally there will be less flexibility with hot-selling models in short supply. Best deals will be on those vehicles sitting on the lot for a while unsold.)
This all assumes you are talking about new vehicles. You were not specific about what you're looking for.
