Question about title transfer when buying from a private seller

When buying a car from a private seller, what's the exact process that supposed to take place so the name on the title goes from the seller to the buyer? I live in NY if that helps any.

1. The seller signs the front of the title, the back of the title where it is marked "seller", and prints their name on the back where marked "seller". 

2. The buyer signs and prints the back of the title where marked "purchaser".

3. Both parties date their signature

4. The seller fills out a single line on the title application form for your state. This form can be found on your local DMV website. They also sign/print/date at the bottom.

5. The buyer fills out the rest of the form and signs/prints/dates the bottom.

6. IF the inspection is expiring, buyer takes the vehicle to an inspection station and obtains a passing grade. A form is given stating the vehicle passed. If the vehicle has an out of state title, it will need to pass inspection before you can title it in your state.

7. Take the title, title app, and inspection form (if applicable) to the DMV office. Pay the taxes on the amount paid.

8. Buyer can opt to have new plates for an additional charge. If opted for, the fee is paid then and there and buyer receives the metal plates and new registration sticker immediately.

9. Title is mailed to the buyers address and arrives in 4 - 6 weeks typically.

Make sure that the seller shows identification that matches up with the information on the pink slip (certificate of ownership.)
