Can I run the engine for two seconds after  draining the radiator and reservoir, will this empty the block of most of the fluid inside?

No, unfortunately you can't take a water pump and have an air /water mixture in the block. It basically cavitates and won't pump. 

Just take off the bottom radiator hose and you're basically done. Flush the system out with water and reassemble it all.

no you can't empty the block that way, however if you continuously feed clean water into the radiator, that will help push out all the old coolant.

No it won't. Because the water is pumped out by the water pump which sucks water through the radiator and if the radiator is empty it'll just suck air and it won't pump the water out. You add a decent idea but practically it doesn't work
