I ordered a dial setting , click type  torque wrench from Amazon  that indicates 10-150 ft lbs. Does that mean 10 ft lbs is the minimum I can set it or is it possible to set it below 10 ft lbs. ? Probably a dumb question; but would anyone know?

Torque wrenches come in different ranges. Any torque wrench for big stuff (~100 ft-lbs) will not do the small stuff. For sub-10ft-lb torques, you typically use an inch-lbs wrench. I don't worry about anything less that 10 ft lbs. It's usually not critical stuff, and guessing with hand tightness is good enough.

You can only torque between what is rated.

The spec on tightening my Camry's spin on oil filter is 10 ft lbs, which is roughly equivalent, as MountainManJoe says, to hand tightening, which is how I secure my oil filter.

I agree with you, Joe.  However, you young guys seem to be much better at using all this new fangled stuff than us ripe old guys.  I'll use Amazon if I need a package of tube socks, but beyond that, I like to deal local.  I can always reach over the counter and strangle the guy.

hahaha I know exactly what you mean. I often say it's better to buy locally, because I know who's window I should throw the item through when it pisses me off. If it's something I know I might need support with, then yeah sometimes I insist on a local brick&mortar store too. It's always a question of price, convenience and support, and it really depends on what the item is. Some companies have good policies. Anyway, it's good to have options.

From Amazon, it means it won't read accurately under 10 ftlbs.  I would be surprised if it were accurate at all coming from them.

You don't shop on Amazon much, do you?
You can get anything on Amazon, doc. Including decent stuff like Jet, Astro, ACDelco, Gearwrench, Craftsman, Park tool, Stanley, Proto ... all the way up to high-end German Wera and Stahlwille ($5,000) etc.

No, Joe, I don't get anything of importance on Amazon.  Especially with all the counterfeit stuff out there.

Amazon is usually pretty good. Fortunately, counterfeit tools are easy to recognize visually. And you can check the reviews.
Not always, but often there are significant money saving to be had online. Especially for big ticket items. And it comes to your door, so it's one less errand I need to run and goodness knows I could use the extra free time.
