Planning to purchase used Toyota 2016 to 2021 from under $20,000 what do you recommend? Also should I take extended warranty and or tire coverage. Finally what should I look for while testing and examining vehicle?

I have never had a car with a warranty, and never needed one to begin with. A tire warranty only typically comes with new tires. That is also your preference.

What you need to do is research which models that have serious problems and stay away from those. If buying from a dealer you should search out youtube videos that detail what kind of tricks and scams to look out for to avoid being taken to the cleaners.

Extended warranties and tire coverage are usually a waste of money, pure profit for the dealer. Typically there is language in the contract letting them weasel out of honoring claims.

You should look for a good mechanic that can give the vehicle a thorough pre-purchase inspection, including using a fancy scan too to check all modules for problems. Modern vehicles are far too complex for the old "tire kicking" approach to used car buying.
Good choice with Toyota. Most of their lineup in those years will suffice. Granted there are little quirks here and there depending on the model, but not as bad as other makes.
Heck most of the Toyota models would probably be my first choice in the same category, except for the corolla (depending on the year). I’d go Civic personally. Nothing wrong with the Corolla, just my preference for example.
