Long story short. One of the holes that holds sub frame got stripped. And my friend put a m12 1.75 tap in there instead of a m12 1.25 which is the correct one. Can we rethread it back to m12 1.25 with no problem once we get the 1.25 tap???

No. The metal is gone. Your friend turned it into chips which are on the ground now.
You will need to convert it to a larger size thread , or use a threaded insert.
Yup, you were right, ended up using a threaded insert and some washers on the bolt to have it nice and tight again.
