Scotty, the front boots on my 03 crv have been torn for atleast 8 years and inevitably a mechanic says “ you know the front boots are torn”, which I reply they’ve been that way for years. Am I doing myself an injustice in not fixing them?

If it's been that way 8 years then it's too late and a waste of money. They're probably bone dry and worn out. You can expect to replace the whole joint soon if it isn't falling apart already.
They suggest. Replace the ball joints but haven’t heard anything from the front, or maybe I should now pay more attention to the area.
If it's the drive axles you're talking about I'm surprised they're not making a racket going around turns. You'll ultimately need to replace those axles.

If it's your ball joint boots that are torn, yes you need new ball joints. If they are not loose yet by some miracle they will be soon.
