Sluggish Torque converter

Hi Scotty, I have a 1988 Chevrolet Caprice Estate Wagon with 20k original miles. I changed all the fluids and tuned up the transmission (filter and fluid). I know that you’re not a fan of flushing out or changing high mileage transmissions but is there any problem with replacing the fluid from an old, low mileage Classic? I do notice that the transmission has an intermittent down shift issue coming off the freeway when I come to a traffic light. When I slow down for the red light to approximately 15-20 mph and the light suddenly turns green, I accelerate and the transmission is in third when it should’ve downshifted to second. I’ve adjusted the TV cable and it up shifts beautiful. Most of the time the downshift issue never occurs but I’m wondering if the transmission service was a mistake.

I don't think so. As you can see it drives ok for a 34yo car.
