I have to report video and/or channel violations as part of my job on occasion.
I go to this link, and follow the process below.

You can report users, inappropriate background images, or inappropriate profile avatars using the reporting flow located on the bottom of every channel.
Sign in to YouTube.
Go to the channel page you want to report.
Click About.
Click the Report Report.
Select the option that best suits your issue.
I've seen this before a few times. You should probably send Scotty an email in case he doesn't read this post.
This case is a little bit different though ....
They're not just reposting. They're doing a VERY BAD JOB OF IT. haha 😆
Usually people download the digital video data, and then re-upload it. In this case, it looks like they played Scotty's videos on a phone display, and then recorded with another cheap smartphone camera, and then uploaded that. The video is fuzzy and the audio is muffled. Maybe they were trying to trick the automatic copyright protection.
