I have a 2004 Eddie Bauer expedition with 204,000 miles. On hard turns the steering wheel is tough to turn. Ive been told it's the steering shift and the power steering pump although there's no whining noise coming from it. What is the issue?

You'll get that kind of effect if either the power steering pump or the steering box itself can't keep up with your steering inputs. I'd start by pressure-testing the pump.
