What causes a wheel to be a pain to remove, even if the lug nuts were already removed?

Are you trying to take the wheel off your Hyundai?
No, this happened a few times when I took Auto Tech in high school.
Usually rust. I imagine you guys didn't just leave the wheel on.

MMJoe has the answer - rust between the wheel and the drum or disc.
