I would say they are average quality. Certain ones do generate a fair amount of road noise.

Sumitomo and their subsidiary brand Milti-Mile are half decent tires. They are definitely better than Chinese tires. If you can get a good price on them they should be okay.

Had them on several of my Mustang GT's in the past; they were pretty good, and because of that we tried one of their tires on a different vehicle or ours, and they were terrible - noisy as heck. Depends on which tire and on which vehicle if it's good or not. But then that really applies to all the tire brands and various models. When I'm shopping for tires, I go to tire rack and discount tire, and I read the reviews for the particular model of tire and I narrow the reviews down to reviews based on specific vehicle that's identical or close to my own vehicle.  

I have put the performance all season sumitmo tires on multiple of my vehicles and have loved them they are quiet and smooth and surprisingly very good in the snow
