Hi I have a Honda civic 2011 with 97,000 kms. My stock tire size is 205/55/R16 but i changed to 205/60/16. I noticed when Full Load of passengers and Bags, my right Rear tire rubs when hitting humps. My left rear doesnt. Is it suspension issue or the wrong tire size?
The tires are nearly an inch too big. That certainly doesn't help the situation.

Is your suspension worn out or even broken? Sure anything is possible.

What is more logical to change first? Im on a tight budget. I want to change the tires but its still new and if the tires are the culprit, why is it that only the rear right aide that rubs

If you're on a budget then maybe changing random parts isn't the best strategy
I would suggest getting the suspension in proper order first.
A couple things you might want to check right away - most cars have an inner wheel well liner made out of plastic. You should probably check if the tire is rubbing because this plastic is loose - or if the wheel rubbing is knocking the plastic loose. If either of these is the case, you should probably attend to it sooner than later.
Many cars have hard rubber "bump stops" to absorb the shock of the suspension bottoming out. If the right side one has gone missing in the past 11 years, that could result in what you've described.
