I wonder if it is the clock spring behind the steering wheel. Could it be something else?
Is the heater control in the mirrors have to replace or is a fuse I can change?
I would say replace the clock spring that might fix those first coats. As for the heated mirrors, they don't have a separate fuse for the heater, so if the mirrors move when you move them with the switch to adjust them, it means that the heater itself is burned out and you'd have to replace the whole mirror or somebody
