I have 4.6 crown Vic that while driving it showed the heat gauge to max out hot so after I pulled over cut car off there was water boiling from weep hole and after 10 minutes I cranked it but up drove it home 5 miles and gauge did not show hot but when I cut it off it would boil from weep hole so is this just a bad water pump or Mayb caused by a bad thermostat

Radiator cap, thermostat and water pump.

It is almost certainly a failed water pump. The weep hole is designed to leak so you know there is water pump problem.
